Abatement of Hazardous Building Materials and Selective Structure Demolition: Greene Gables Building at 8 Hewitt Road and the Cabin at 3 Hewitt Road

Purpose: 

The Town of North Stonington (Owner) invites proposals from qualified and licensed Abatement Contractors (Contractor) to conduct abatement and selective demolition of the Greene Gables building located at 8 Hewitt Road and abatement of the Cabin building located at 3 Hewitt Road, North Stonington, Connecticut (the Sites). The building known as Greene Gables is a 2,523 square foot 2-story wood frame structure constructed in the early 1900s.  The Cabin is a 1.5-story 994 square foot wood frame structure constructed in the first half of 1900s. The project will involve a phased approach with the abatement and selective demolition of Greene Gables, followed by the abatement of the Cabin. The Contractor shall submit the Bid in the Bid Form attached as Appendix A. Owner’s Terms and Conditions are attached as Appendix B. 
The Contractor shall use industry-recognized protocols for abatement of hazardous building materials   in compliance with the federal, state, and local regulations including but not limited to regulations under the United States Environmental Protection Agency (EPA) and Occupational Safety and Health Administration (OSHA), the State of Connecticut Department of Public Health (DPH) and the Department of Energy and Environmental Protection (DEEP) and other applicable local municipal laws and regulations.  The Abatement Contractor must be licensed in the State of Connecticut and must use personnel who are qualified and certified/licensed to perform asbestos and lead-based paint abatement services in Connecticut and must provide proof of all training and certification including OSHA 10 Hr. Construction Training.  Proper work practices shall be followed when handling suspect asbestos-containing materials (ACM), lead-based paint (LBP), and Universal Waste in accordance with the requirements specified in abatement specifications attached as Appendix C. 
 
The Owner requests a schedule for the work to be done, including the start and finish dates. This project is a priority for the Owner’s use of the property. 
 
The Owner will be responsible for completing the demolition of the two (2) buildings following successful completion of the abatement. 
 
 
Pre-bid Meeting:
Contractors wishing to bid on this work shall attend a mandatory pre-bid meeting of the Site on Thursday, May 10th at 3:00 pm. Questions (if any) are due by Monday, May 14 at 3:00 pm.   
 
Submittal:
Each bidder must submit the pricing form completed and signed in the attached Bid Form, along with a cover letter indicating their experience and ability to conduct the services. The letter shall indicate key personnel proposed along with the subcontractors planned for use, if any.
