1.   CALL TO ORDER:

 

Vice-Chair Mark Grigg called the Regular Meeting of the Inland Wetlands Commission to order on Wednesday, January 11, 2017 at 7:00 p.m.

 

COMMISSIONERS PRESENT:

 

Mark Grigg, Vice-Chair, Cody Bill, Marvin Chase, Jr., Kevin Geary, Candy Palmer, Mac Gray and Asa Palmer

 

COMMISSIONERS ABSENT:  Ron Lewis and Robert Miner

 

STAFF PRESENT:

 

Wayne Berardi, Wetlands Enforcement Officer and Administrative Assistant Cheryl Konsavitch

3.   MINUTES:

 

Review minutes of Regular meeting of 11/09/16

 

MOTION by M. Chase, SECOND by K. Geary to approve the draft minutes of 11/09/16 as written.  MOTION CARRIED UNANIMOUSLY

 

4.   PUBLIC COMMENT:  

 

Susan Sutherland, Vice-President of Avalonia Land Conservancy came before the Commission to ask them for a letter of support endorsing the efforts of the Avalonia Land Conservancy to seek state grant support to acquire and protect the 409-acre Dyer Investment Co., LLC property on Miller Road in North Stonington.  This property is located in three towns – North Stonington, Griswold and Preston, and connects to other preserved open space, connecting a greenway in these three towns and on to Pachaug State Forest and also offering watershed protection for North Stonington.

 

They were also asked to endorse the efforts of Avalonia to seek a state grant to acquire and protect the 86.5 acre Paulann Sheets property on Puttker Road in North Stonington.  Besides being an environmentally important area along the Green Fall River, it is one of the original historical towns comprising North Stonington and will offer educational opportunities to see the mill dam remains of large former woolen mill site as well as the settlement foundations.  Protection of this site is consistent with goals set out by our Town’s Plan of Conservation and Development and would be a valuable addition to open space in the region.

 

Both properties would be preserved in a natural state and will be accessible to the public for non-motorized passive recreation. 

 

The Commission fully supports these acquisitions and will send a letter of support to the state.

 

5.   OLD BUSINESSNone

 

6.  NEW BUSINESS

 

#16-089 Application of Robert & Karen Six, 9838 S. 6th Street, Schoolcraft, MI  49087 to construct a single-family residence with detached workshop, septic system, well, geothermal wells, underground propane tank, driveway & associated site improvements on property  located at 177 Chester Maine Road in an R-80 Zone.  Tax Map #87, Lot #7923

 

Robert Schuch of Schuch Engineering and Rico Mastronunzio, Building Contractor were present for this application.

 

Mr. Schuch went over the site-plan with the Commission and the Commission’s only issue is they would like to see the workshop moved around by about 10 ft.  The Commission will do individual site-walks

 

The applicant’s will return for the Commission’s February 8th meeting.

 

7.   DISCUSSIONNone

 

8.  ENFORCEMENT OFFICER’S REPORT

 

ZEO Berardi stated he received a call from DEEP pertaining to a site visit they did at Perkin’s property on Lantern Hill Road and found no violations of illegal dumping.  WEO Berardi also stated he did a site visit of a property on Cossaduck Hill Road, Big Al & Son’s following up on a complaint of illegal dumping.  WEO Berardi stated there were no issues with illegal dumping, but there were a few paint cans that needed to be disposed of and some brush on the neighbor’s property.
