4. Approve minutes from regular meeting of July 27th, 2023. No minutes for the August & September 2023 regular meetings both of which were cancelled. Share with members a copy of the October 2023 meeting notes, based on informal discussions with the members present at the meeting even though a quorum was not established. Approve by consensus.
5. Old Business:

Update members regarding new appointments and reappointments to the WPCA by the Board of Selectmen.
➢
Update WPCA’s potential role and coordination in assisting the Board of Selectmen with the planning and development of new public/community water systems in Town. Share language in the Water Agreement between Town and Mashantucket Pequot Tribal Nation regarding water line extension to Lake of Isles.
➢
Update status on the draft WPCA plan. Making changes and preparing maps. Jessica Cobb (SECOG) assisting me compile maps.
6. New Business:
➢
Provide update on the inquiry about public utilities at 45 Frontage Road. Loureiro Engineering is doing a feasibility study. It is a +/- 55-acre site owned by MPTN and has an existing garage on it. Proposal is for storage units.
➢
Inquiry regarding development located at 139 Norwich Westerly Road not likely going anywhere.
➢
Set regular WPCA meetings for 2024 and establish a slate of officers and provide a copy to town clerk.
