Meeting called to order at 7:35 pm.

 

Attendance: Nita Kincaid, Paul Simonds, Dan Smith, Bill Ricker, Anne Nelson

Absent: Dan Spring, Diana Urban

 

Discussed and reviewed the Question and Answer meeting with Joyce Stille from Bolton, CT.

Identified some key points.

1.      Clear delineation of jobs/responsibilities (define specifics)

2.      Hierarchal/Organization flow chart of town, reviewed Bolton in comparison to NS

3.      Getting P&Z, Economic Development and other boards defined

4.      Speed in which towns must address businesses wanting to come into town, archaic (refer to article in the Day) and slow-moving response

5.      P&Z working now on regulations to open up opportunities in town of NS

 

Our Draft Considerations:

-Charter option, everything clearly spelt out (perhaps at later juncture)

-Breakdown of who is in union in town hall and job descriptions

-Consistency-Continuity-Communication: stay constant even though leadership may change

-Salary should commensurate with the position

-Right fit for the stage we are at now

-Retirement: consider change job descriptions, re-work to meet needs of town

--Who is in charge of Fire, Ambulance, Public Health (First Selectman?)

-Organization chart review. Will be available

-Roles and responsibilities of selectmen and potential changes in first selectman

 

Survey

1.      Discussed option of have the chairs of boards/commissions send out to their members or have IT send out to all or just have IT send out to all.

2.      Caucus this summer so time is of the essence in completion to consider filling vacant positions

3.      Training/education consideration.

4.      Should the town have Adm Officer to be the consistency in the operations of the town

5.      What is missing? Data from employees

6.      What information do we need from the town employees/boards/commissions in the survey

7.      Survey, questions plus open box option, multiple choice, rankings, open ended

8.      If only one thing that could be done in NS to improve town government what would that be?

9.      Review questions and send out, one week reply timeline.

10.     Purpose of survey in introduction

11.     Distribution list (Jim Russell, IT)

12.     Hope for 25% response

13.     Formulate all questions and introduction for response by Jan 25.
